NVIDIA’s 30 October 2025 announcement outlines Korean public- and private-sector AI infrastructure plans involving more than 260,000 GPUs across sovereign clouds and AI factories. The release identifies government and industrial participants. These announced plans should not be described as a verified count of equipment already installed.

Our perspective: an industrial stack is forming.

Manufacturing, cloud services, model development and application businesses can connect through a computing platform. Korea’s opportunity is not restricted to selling a model. It can include building the facilities, integration and operating services through which AI reaches a customer.

The commercial system is a chain of responsibilities. A chip supplier, cloud operator and application provider own different assets and face different obligations.

Hardware has a financial life as well as a technical life.

Equipment supply is only one part of operating cost. Power, cooling, networking, servicing and software affect the economics of a workload. Rapid changes in performance can shorten the useful commercial life of a hardware configuration.

A credit assessment should therefore test contracted utilisation, payment arrangements and the match between asset life and financing maturity. An infrastructure headline cannot establish a borrower’s collection capacity.

From installed capacity to evidenced demand.

Infrastructure may support research before it supports recurring customer revenue. Both uses can be valuable, but they have different financing profiles. A customer contract needs to be assessed for duration, cancellation, service obligations and price adjustment.
